The Physicians Cooperative of Texas “PCT” is a Physician Sponsored Network of Providers focused on the improvement of clinical outcomes to Texas injured workers.

 

 

COMPANY OVERVIEW

Texans have become systematically disenchanted with our Workers’ Compensation system over the past several years due to issues of high costs and poor quality, especially since so many good physicians have been forced to limit their participation, due to ever-increasing hassles and inadequate reimbursement.  We now have the opportunity to improve this system because of the new HB7 Network reforms.

In response to these new reforms, PCT was created as a Physician Sponsored Network, focused on the improvement of clinical outcomes to Texas injured workers.  Our Mission is to provide personable, comprehensive, superior health care, customer service and Managed Care services developed by the cooperative efforts and input from Patients, Preferred Providers, Employers, Payers and Community Leaders.

We are currently in the process to gain Network Certification with the Texas Department of Insurance.  The delivery of high-quality services is a primary driving force resulting in the success of PCT towards being a leading Physician Sponsored Network in Texas.  We have a culture of respect for our Providers, members and customer.  We view our role as assisting and cooperating with our Providers and customers to perform clinical processes better.  We value our Providers as important resources for developing and accomplishing our goals.  We use clinical data often and appropriately both to manage clinical improvement and to demonstrate it to our customers and the community.

PCT is governed by the Executive Board of Managers and our Regional Provider Committees from the four traditional Work Comp regions, which also serves as our Physician Advisory Panel and Peer Review.  The Regional Provider Committees each have their own character, and are supported by the formation of Regional Advisory Committees consisting of business, insurance, and patient representatives.  Our future target service area is all of Texas, with an initial primary focus on the major markets of Austin, San Antonio, Houston, DFW, Corpus Christi and El Paso.

PCT makes every attempt to select Providers of the highest caliber in multi-specialties.  Initial requirements of full board certification, participation in Medicare, at least one major group health plan, and full hospital privileges will ensure that our Providers maintain appropriate comprehensive public-serving medical practices and verified credentials based on Industry Standards; PCT is credentialing every Provider.  PCT reserves the right to exclude any provider believed to be involved in over-utilization or other non-compliant PCT Network requirements.  The higher quality of our Providers and Management structure will be an advantage to our customers.  PCT creates an excellent opportunity for high quality Providers to re-enter the Work Comp market under improved contract terms and to resume good, appropriate healthcare to Texas’ injured workers.

In brief, the factors that contribute to high clinical performance transcend specific improvement activities or programs.  Delivering high-quality care is a primary driving force for PCT.  We have a culture of respect for our Providers and customers.  We view our role as assisting Providers to perform clinical processes better, and use Providers as important resources for accomplishing quality improvement.  Factors That Contribute to High Clinical Performance from the Physician Sponsored Network are:

Regional Provider Committee

The PCT Regional Provider Committee is a collection of PCT Providers who bring unique knowledge and skills which complement the knowledge and skills of the PCT Executive Board of Directors and Executive team, in order to more effectively govern the organization.  Their duties include PCT provider selection and de-selection, policy and strategy development, dispute resolution, client and member relations and policies, and other issues or special projects relevant to the success of PCT in that region.
